Our Story

Founded

Boardwalk Consulting Group ("BCG") was established as response to a need by casinos based in Atlantic City NJ and other types of New Jersey businesses for expert advice involving certain state Sales & Use Tax questions, Sales & Use Tax audit defense, recovery of Sales & Use Tax previously paid in error and knowledge around the NJ Casino Redevelopment Authority granted tax incentives.

Expansion and Growth

The efforts of an associated, NJ based specialty services sales firm expanded BCG's client reach across new states as well as allowed BCG to offer additional tax services and savings in areas such as property tax and other non-income taxes.

Today

BCG services offers a breadth of specialty tax services, consulting, audit defense and tax recovery opportunities, including Sales & Use Tax, property tax, and other non-income tax. BCG is contracted to service several casinos and companies across the country for their specialty tax needs. BCG has recently used its specialty tax expertise to identify tax saving opportunities for firms constructing various facilities across several states.

Dennis A. Forte, Jr.

Dennis A. Forte, Jr.

Managing Partner

Mr. Forte is a Managing Partner for The Boardwalk Consulting Group, LLP. (BCG) His primary responsibilities include managing and promoting the sales effort and staff, client development, presenting alternative tax strategies and coordinating tax seminars for clients.

Prior to BCG, Mr. Forte has spent over 25 years marketing and developing State & Local Tax practices. Mr. Forte's client base includes many of the largest companies in the Retail, Manufacturing, Pharmaceutical, Hotel & Gaming, Food Service and Financial industries.

Mr. Forte is certified by the Kellogg School of Management of Northwestern University in the Sales Force Performance Program, has a Bachelor of Arts degree from La Salle University in Philadelphia, PA.

Greg Mangel

Greg Mangel

Managing Partner

Mr. Mangel is a Managing Partner with The Boardwalk Consulting Group, LLP (BCG). His primary responsibilities include managing and promoting the sales effort and staff, client development, and presenting alternative tax strategies to clients.

Prior to BCG, Mr. Mangel has spent over 20 years marketing and developing State & Local Tax practices. Prior to Mr. Mangel's roles developing State & Local Tax practices, Mr. Mangel spent 10 years in the Gaming Industry in a number of Finance roles including Director of Finance for a Gaming Company in Atlantic City. Mr. Mangel's client base includes many of the largest companies in the Retail, Manufacturing, Pharmaceutical, Hotel & Gaming, Food Service and Financial industries.

Mr. Mangel has a BA in Accounting from Marietta College in Marietta, OH.

Keith Ruck

Keith Ruck

CFO & Managing Partner

Mr. Ruck is the Chief Financial Officer ("CFO") and Managing Partner for The Boardwalk Consulting Group, LLP ("BCG"). His primary responsibilities include overseeing the financial and administrative functions of the firm as well as delivering CRDA and Sales & Use Tax services for the firm's clients.

Prior to BCG, Mr. Ruck spent over 35 years in both publicly traded and private equity owned companies, primarily as a CFO or a lead accounting and financial executive. Mr. Ruck has specific CRDA and Sales and Use Tax experience from the construction of one of the largest casino and hotel projects in Atlantic City, NJ. Mr. Ruck's experience has been based in middle market companies in the retail, manufacturing, pharmaceutical, import and distribution and logistics industries.

Mr. Ruck was a Certified Public Accountant ("CPA") by the state of Pennsylvania (now inactive), and has a Bachelor of Arts degree and an MBA degree, both from La Salle University in Philadelphia, PA.

Lou Perry

Lou Perry

Partner

Mr. Perry founded The Boardwalk Consulting Group, LLP (BCG) in 2012. Mr. Perry has over 40 years of corporate tax experience, including over 30 years in the Atlantic City casino industry.

Prior to founding BCG, Mr. Perry served as executive director of operational accounting at The Claridge Casino Hotel; director of finance/comptroller with The Atlantic City Conventions and Visitors Authority; tax specialist with Resorts Atlantic City; and as a consultant with Fox, Rothschild, O'Brien & Frankel LLP.

Mr. Perry's experience includes all areas of tax research and compliance, dealing with complex tax structures, preparing casino tax returns, sales tax reviews, audit defense, CRDA projects, and the administration of a large 401(k) plans.

Mr. Perry is a graduate of Penn State University.

Ray Kilburg

Ray Kilburg

Director of State & Local Tax Services

Mr. Kilburg is The Director of State & Local Tax Services for The Boardwalk Consulting Group, LLP. (BCG). His primary responsibilities include managing the State & Local Tax staff and working directly with his clients and the various Divisions of Taxation.

Prior to BCG, Mr. Kilburg had a distinguished career including 30 years between the Internal Revenue Service (IRS), Public Accounting and the New Jersey Division of Taxation. Mr. Kilburg has spent the past 11 years as a Supervising Field Auditor and Fraud Agent for State of New Jersey.

Mr. Kilburg was entrusted with developing and implementing the Civil Fraud Program. He continues to use his deep understanding of all aspects of state and local taxes to successfully resolve the challenges faced by clients in dealing with aggressive taxing authorities in today's environment.

Mr. Kilburg is a frequent speaker before professional tax associations, as well as numerous industry and state-sponsored panels on Sales and Use Tax issues.

Mr. Kilburg graduated from Glassboro State College, has a Bachelor of Applied Science (B.A.Sc.), Biology/Chemistry – CCC – Accounting.
